Yes, this command only exists in the property panel.
The emergence of the property panel is a good optimization, but it is not as convenient as expected, so I have been giving up using the property panel.
But after the appearance of the dimension tool, the 'Apply to All' command cannot be found elsewhere. Every time I use it, I have to open the property panel.Additionally, some features in Illustrator are quite strange. For example, if you set a color in the appearance panel of the property panel and then add a color in the independent "appearance" panel, the object will have color A+color B overlap, but the color set in the appearance panel of the property panel cannot be reflected in the "appearance" panel.

Oh yes, this one.
Properties panel is completely broken for me and is blank in 95% of cases, so this command it missing for me.
And since there is no dedicated Object > Dimension menu (and it should exist, http://illustrator.uservoice.com/forums/333657/suggestions/49010378), having it in Control makes it mandatory. Even if Properties worked and there was the menu group!
