We have the fix available in the latest release. Please update Illustrator using Adobe Creative Cloud application to the latest build for version Illustrator CC 23.0.2
1. You will have to reset your toolbar once if it is already disturbed. refer to this knowledge base to see how you can reset –
2. What we have fixed is the tool bar is no longer editable as long as it is not in the toolbar edit mode

    The Direct Selection Tool - the old white arrow - has disappeared. It has been relocated to a flyout selection under the Type tool. Can it go back to where it has been? Why would a path editing tool be in the type tool category. Why would a tool be relocated after living in a space for decades.

    Yea, this is fundamental. We use the tools constantly (It's how we do our work!!!). Why in the **** would you change the design we've all been using for decades? Trying to think of a way to back charge Adobe for all the time wasted and lost. Changing some silly filter that might get used once in a year is one thing - changing the tools we use for every operation is quite another. Aaaaaaccck!

    This is absolutely ridiculous. Get your S**T together Adobe!!!!!!!! Making needless changes like this only frustrate your customers. Revert it back and stop causing so much needless issues with your software.

    Instead of a prerelease, when will this be available? I have to reset my tool bar anout 50 times a day!! That’s just insane. And, it’s making me insane, which I don’t need. Please address this immediately and get it to us! For $50+ a month this should be fixed immediately!

    My icons for the selection tool and direct selection tool got reversed and also my tools got grouped together under the wand tool. I downloaded the version 23.0.2 version and the toolbar is still the same. Do I need to reset it? I can't find a preferences file to delete. Please help I'm to the point of really angry now. Thank you.

    The Illustrator tools used to work great, but someone came up with an idea to have them move around. I work fast and sometimes drag the tool while selecting it. Now when I go back to the tools panel, the direct selection tool has moved to another location. Please roll back the code for the tools panel, or implement a lock. Also, please hire a professional UX designer to prevent these problems in the future. Test with real users early and often. Thanks

    The pre-release build (23.0.2) does stop the random 'mis-appearing' of tools.
    So thank you Mr. Chaturvedi and team for trying.

    Some very common tools --(T) for standard type and (V) for general select-- are still entirely disconnected from their tool groups, and for the life of me, Why?? What is the thinking behind this? Why is the default selection tool the Direct Selection (A) tool and not the more commonly used (V) select tool?

    Thought I could get used to this but every day, every little move, it's like my first week with Illustrator back in version 3 (circa 1996?). The smallest, simplest projects (even using keyboard shortcuts) are taking F O R - E V - E R . As a working professional (as most in this thread also seem to be) countless unbillable hours have been spent fumbling through this latest 'innovation'. I don't like to complain! I just want to get back to work!

    Reverted to version 22.1 today and it was the first Non-Screaming, Non-Teeth-Gnashing day in, what, Weeks? Months?

    Adobe. Make It an *Excruciating* Experience.

    There is a misunderstanding here. The fix is ONLY available in a pre-release build (23.0.2). I'm using it, and the tools are staying put. I was having to reset them at least a dozen times a day in Ai build 23.0.1.

    I can't believe this is still going on. If Adobe persist in poor user testing then it will be only a matter of time until someone releases an open source design suite that's viable. They're out there already.

    This fix only works temporarily. I have to constantly reset my tools, because they disappear. As I am working the tools disappear to only about 12 still appear. I lose the Pen tools, Text tools and Arrow tools the most often. These are the ones I use the most. Please Adobe fix Illustrator of these bugs, this is not normal and a burden.
    Why after 25 years of working in Illustrator am I having issues such as this. Photoshop is worse with the bugs. I lose the ability to use text all together, unless I have a blank RGB doc open in the background.
    FIRE the engineers who created such inferior versions!!!!!

    As I mentioned earlier, the new update will not change the toolbar if it is already disturbed.

    Somehow the icons for the selection tool and the direct selection tool got reversed. This is making the program difficult to use, since I am used to the normal arrangement.

    Do the people who designed this "feature" even use Illustrator? What if I took your physical shop of tools (hammers, nails, etc.) and rearranged it on you so that every time you went to it your tools were in a different place? That's not intuitive in the real world or in Illustrator. Dev fail.

    Another technical issue with the left toolbar is the tab/window position underneath it when you maximize the window using the green circle on Mac OS.

    When you open a file or create a new document it will properly position the window and align it to the right edge of the tool bar (works fine). However, when you maximize the window with the green button, the tool bar covers up the red circle to close the tab/window. You can always use CMD-W to close these windows faster but it just seems odd that this slight overlap occurs. The single column Toolbar is slightly less broken than the two column toolbar.

    I personally use the two column layout due to the larger scale for your fill/outline boxes, which is how I noticed this odd issue. For users not familiar with shortcuts to close windows they would only have a sliver of the red close icon to click and close the tab/window.

    I agree with everyone else here. the 2019 update changes ARE AWFUL.. ALMOST ALL OF THEM. Adobe has forgotten the stable of PROFESSIONALS that have kept them in business the last 30+ years. The Photoshop scaling issue is JUST RIDICULOUS You need to test all of these "Helpful" new features- with PROFESSIONALS using this software 50+ hours a week to make a living. So far the changes you have made in the entire suite, are causing more problems then they are fixing.

    Seems like you are throwing your base away to try and get new younger customers. Not a smart move if you want to keep your BASE users.
