I see this issue has been marked as resolved, but the update seems to be the aspect of the issue that affects Windows users, not the Safari issue that affects Mac users. Maybe we need a new bug issue that is specific to the Mac side of the problem?

For Windows we have a solution to make the space bar work as the hand tool by modifying few track pad settings of your system.
The behavior you are encountering on systems running Windows is related to the Accidental Activation Prevention (AAP) feature that was added in Windows 8.1. The feature’s goal is to help ensure that unintended taps on the touchpad do not switch focus to another application while the user is typing. When this feature is enabled, taps and clicks from an integrated touchpad or pointing stick are suppressed for a while after the last keystroke.
The feature’s settings can be modified via the Settings | Touchpad applet. Setting the Touchpad Sensitivity option to Most Sensitive should disable AAP and allow Illustrator to detect when the Space key and left track pad button are both down.
You will find an option named 'touch guard' under track pad settings. Check if its Turned OFF. This may prevent Illustrator from using hand tool short cut.

Do try this and let me know if it works!

This bug still exists. Quitting Safari fixed it — well, until I use Safari again, LOL. Using AI 22.1, on MacOS 10.13.6 (High Sierra).

It saddens me that the spacebar on the new update does not work the hand tool. It was so convenient as a shortcut move the art board around without having to go back to the selection tool. Now I just find it frustrating that I have to press H then go back to another tool when I need to move something.

Please bring it back!

Experiencing this now, resetting Illustrator won't fix it.

As Lorenz reported, I quit out of Safari and it works again.

I'm experiencing this bug right now.

I run into this a lot, very annoying. Sometimes it gets fixed if I switch to the actual hand tool for a moment, drag the canvas around, then switch to another tool and then the spacebar hand-drag tool returns.

Illustrator 21.1 High Sierra 10.13.4
Intermittently the CMB+Spacebar shortcut for zooming and Spacebar for panning around a document stops working.
It appears to happen when Safari is running in the background. Quitting Safari usually seems to resolve the problem but sometime I have to restart Illustrator.

This has been an on again off again problem that needs to be fixed.

This is a very old bug (from as old as CS4) that NEEDS to be fixed. If you have Safari running with Illustrator, it will break the spacebar as hand tool along with a couple other features, like command+space to zoom.

I think I've found a little helping solution.
As soon as I quit my safari browser, the hand tool works again.
I don't know why those two programs are interrupt each other, but it works for now.

Just updated my illustrator and the spacebar Hand Tool is still broken.
