There is no true PDF Export in Illustrator, because Illustrator allows to have editable PDFs with .ai-content stored within. Other apps does not allow that, and some users heavily rely on editable PDFs.
Attemps to solve this were made, but there is no clear solution so far. Still we hope to find one.
The intended way to get a PDF (without loosing your data) at the moment would be to use Save a Copy command that saves a separate copy of your file to PDF instead of Save As which keeps a saved file open.

We have the fix available in the latest release. Please update Illustrator using Adobe Creative Cloud application to the latest build for version Illustrator CC 23.0.

File open can have variable size pages, unlike file new scenario where all pages are of same size. So both the cases should not be compared. Also, why to slow down file-open when rearrange can easily be done on need basis after open! -

Hi Everyone,
Thanks for this feedback. This has been avialble since June 2020 release (version 24.2). Now, when you’ll select a single object/group, Align To setting will default to Align To Artboard.

Hi Everyone,
This functionality has been shipped in June-2021 version of Illustrator.
The option "Paste without Formatting (Alt+Ctrl+V)’ has been added to the ‘Edit’ Menu.

An error occurred while saving the comment Shivendra Agarwal commented@anonymous: in case requirement here is just to scale down, you can use the print dialog in place of using the save-as dialog for generating pdfs.
1. in the file-> print dialog, choose the printer as Adobe PDF/ or Microsoft print to pdf

An indented way to achieve this now is to create a simple action.
1. Create an action
2. Select some art
3. Create a new Layer with a button in the Layers panel
4. Object > Arrange > Send to Current Layer
5. End recording
Actions are great for automating various routines we have in Illustrator, and this is just one of them. If you think it still should be a native operation instead (or an action to be included in standard Actions pack) — please vote and comment.
