Berny, check the Apperance panel for that object before outlining.
If it has a Fill applied below Characters, than it’s a ...normal behaviour. It means that a pseudo-group that contains live glyphs has the color, and when it is ungrouped — separate glyphs don’t inherit it (it is fine).But!
How can this happen? Why a text gets colored as a color applied to a text and not characters, as it usually does (maybe)?
It can be cause by Eyedropper tool settings. Pick it and hit Enter. If it has both Appearance items checked there, it means it grabs a color and applies it as it was in the source object. So if sourced group has a top level fill — you will get such text you had. -

As a temp solution, disable GPU preview.Please merge.

In CC 2015 it is not possible. Are you sure this was ever an option?
Still, I don’t think that Offset Path is a 'transformation' The original path stays unchanged, so there’s nothing to repeat. Changing position, though, is a transformation in a general sense.
On the other hand, averaging two points is surely a transformation, but it is not repeated with Ctrl+D....
If you want to apply several offsets to a path, try AG Offset Path plugin.
