    最新バージョン「v26.2.1」でも検証いたしました。

    書き出しダイアログで「アートボードごとに作成」オプションを有効にすることで、裁ち落としを含めたサイズで書き出されますので、ご確認ください。

    問題があるようでしたら、ご報告ください。
