I am happy to share that we have fixed this bug in our latest release – 23.0.6 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.

I have the same problem with gradient and color panels in Adobe Illustrator CC 2019(23.0.1).
Once I selected a color stop in gradient panel, I can't deselect it clicking the swatch in color panel. Even if I select another objects or edit another gradient, I can't deselect it too.The only workaround is clicking any midpoint on Gradient Annotator in gradient panel.

私の環境でも同様の問題が発生しています（Illustrator CC2019/23.0.1）。
グラデーションパネルでカラーの分岐点を選択すると、カラーパネル上でスウォッチ部分をクリックしても、カラーの分岐点の選択を解除することが出来ません。
他のオブジェクトを選択したり、他のグラデーションを編集しても、カラー分岐点の選択は解除されないままです。グラデーションパネルでグラデーションの中間点をクリックするとカラー分岐点の選択が解除されるので、それが現時点で唯一の回避策になりそうです。

You can now select multiple layers in Layers panel. Click the bars (they get highlighted blue) if you want to operate layers and not their content (e.g. to drag to reorder) or click their markers to select their content — circle (target ones) or square (selection ones) next to them. There is no real difference which to pick, but if you want to select a range of layers, using Shift, use target markers.

私もカスタマイズ可能なプロパティパネルを希望します。
CS5 omachiさんのおっしゃっているように、テキストオブジェクトを選択しているのに、常に変形パネルが表示されている必要はありません。せめて、使わないパネルは畳めるようにしてほしいです。
新しくなったツールパネルのように、自分が使う機能の表示・非表示、位置をカスタムできるのが一番良いと思いますが、難しいのでしょうか。以前からある「コントロール」パネルのように、表示・非表示を切り替えられるだけでも使い勝手はかなり変わると思います。

I agree with customizable "Property" panel.
As CS5 omachi says, although selecting text objects, I don't have to always see "Transform" panel displayed. At least, I hope I can collapse unused panels.
It is best for the Mid-level users to customize the features in the panel as with new "Tool" panel, but is it difficult?
Easy to use just by switching the displayed features like "control" panel.
