Hi,
Sorry for the inconvenience caused.
I am not able to reproduce the issue on my side and behavior is similar to Illustrator CC 2017 version. If you think behavior is changed in Illustrator CC 2018 kindly share a small video of Illustrator CC 2017 behavior and Illustrator CC 2018 behavior at sharewithai@adobe.com so I can further investigate it.
Please do mention the link of this thread so we can identify you

We have the fix available in the latest release. Please update Illustrator using Adobe Creative Cloud application to the latest build for version Illustrator CC 22.1.

Pretty much all alignment and anything approaching precision completely absent. Why are we your unpaid Beta testers?
Horizontal guides won't budge under any circumstance.
Snap to… forget it — just a nightmare. And so many other things, which frankly… I'm lost for words. -

Artboards move off the grid when selected with artboard tool. They jump around like crazy. Appalling that a company can release such a sub-standard product and expect it's paying users to spot it's shoddy mistakes. Wow, 482 bugs so far, that's impressive.

I am happy to share that we have fixed this bug in our latest release – 23.0.6 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.
