    This seems to happen when there's a locked layer in front of the objects one is trying to select, although the behaviour is not consistent. See attached screen recording.

    For the time being, I can make it work by moving the layer I want to edit to the front, but this is clunky…

    @Egor Chistyakov, the current behaviour is counterintuitive. I hope the following clears this up.

    Let's say you have to layers – Front and Back – the first of which is in front of the other, and you have "Paste remembers layers" on. Now, if you copy an object from the layer Back, select an object on the layer Front and execute "Paste in front", the object is, in fact, pasted on the layer Back, which is not in front of the selected object.
