This is fixed in 27.1.0 Prerelease build-GM candidate build 2, available in Creative Cloud Desktop Prerelease section.
As part of the fix, we have added suffix checkbox in ExportAs dialog to toggle on/off the functionality.

This was not the best change to make for Adobe Illustrator's "Export As" function. There are 3 ways to export. If a user doesn't want to have the artboard names added at the end of their filenames, then they should be using the "Export for Screens" or "Save for Web (Legacy)" options, not "Export As".
The "Export As" function is (or I should now say 'was') helpful for naming each of your artboards with specific important labels to distinguish them apart from each other, and then have Illustrator automatically add those labels to the end of the file names. And sometimes you have to "Export As" 1 artboard at a time to set different export parameters, depending on the content in each artboard.
Now that this function has been removed from the "Export As" function, that means all 3 export options do not have this capability, which is adding more manual time and labor for everyone, to now have to manually type those artboard names into every exported file name? Not efficient.

The latest version of Illustrator now allows you to manually control the behavior with the 'Suffix' option in the Export As dialog. Please check if it it works for you and comment back if it does not.

I am happy to share that we have fixed this bug in our latest release – 23.0.6 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.

me too! :-( This just started happening since I upgraded to Illustrator 2019.
The way I've always understood how exporting works in Illustrator is, if you are not using multiple artboards and just working on a single artboard (not wanting to name the artboard and have it append to the file name), then you should be using the "Save for Web (Legacy)" option. The "Export As" option is for multiple artboards (appending artboard names to file names).
I've shared these 2 different workflow techniques with many colleagues over the years. There's also a 3rd export option – "Export for Screens", which has additional unique functionality as well.
Maybe for the less experienced users, the exporting options should be revised in a better way so one clearly knows which option to use for their specific needs. But one of these export options should have the functionality of appending artboard names to the end of file names, no matter if you're exporting 1 or more artboards at a time.
