    I have this problem too... painfully slow to save as an ai, eps or pdf – even when a file has minimal content. Extremely frustrating when saving several individual files and having to wait for ages for each one to stop showing the spinning windmill of doom and finish saving before being able to save the next. The latest update 23.0.3 has not rectified this bug which appeared after the last major update.
    I'm running Mohave, and I have plenty of hard disk space and RAM.
