As per the comment, the way to call the dialog and to define the arbitrary rotation pivot is to Opt/Alt+Click the desired position when the tool is picked.
However, this does not work well sometimes, especially with a pen and a tablet, and you can upvote the problem here: http://illustrator.uservoice.com/forums/601447/suggestions/32613901

Hello, The way to fix this is to Alt+Click / Option+Click where you want the anchor point to be and then the dialogue box should appear.
