@Egor Christyakov, thanks for the reply. I had grouped strokes that seemed to cause the problem. Expanding them did solve the issues in the transform panel. Thanks for the tip. However, the ability to change stroke width after a precise transform would be much more difficult, not impossible, but adds an extreme amount of extra steps. Hopefully Adobe can resolve this issue.
Attached is the file that has the grouped object that I'm having the issue with. Nothing complex, but frustrating at the least.
