I have been finding the same problems as described here - oddly sized assets, OR the panel freezes entirely.
I am using a relatively cheap second monitor which I believe is causing the problem.
Quick hack but NOT a solution if you're using a second monitor -
1 - unplug your HDMI monitor cable BEFORE opening illustrator.
2 - open Illustrator
3 - Then plug HDMI cable in, turn on monitor - Illustrator Libraries should now work as expected.
You can obviously then move Illustrator up to your monitor window or wherever ... but the monitor needs to be OFF when you open Illustrator.
