This issue exists on Mac as well.

This issue with scaling in large-sized canvas mode still exists in 25.4.1.

Follow along to see if you can duplicate:

In Illustrator, start a new document.
Enter 240 inches for the width and the height and press create.
Draw a rectangle with the dimensions of 12 inches for width and height.
Open the Transform Panel and in the width field, type in 200% and hit Enter on your keyboard.
Illustrator should scale the rectangle up to 24 inches for width and height but instead, it reduces it to 2.4 inches. In other words, it is scaling it down 20% instead of scaling it up 200%.

    Now do this:

In Illustrator, start a new document.
Enter 24 inches for the width and height and press create.
Draw a rectangle with the dimensions of 12 inches for the width and height.
Open the Transform Panel and in the width field, typ in 200% and hit Enter on your keyboard.
Illustrator properly scales the rectangle up 200% to the dimensions of 24 inches for the width and height.

What is Adobe's plan to correct this?
