Scaling Issue in large canvas Illustrator 24.2.1
When designing in the large canvas mode (anything larger than 227.5416 inches) the scaling does not work properly in the transform panel. For instance, if I start a document off making the canvas 240" x 240" and I draw a rectangle that is 12" x 12" and open the transform panel and enter 200% in the width or height field, it does not scale it up to 200%. It scales it down. However, if I am in the normal canvas mode (227" x 227") the scaling works correctly. This is an issue in Illustrator 24.2.1 using macbook pro with macOS Catalina 10.15.5. But I am able to duplicate this issue on a PC as well running Windows 10 Pro.

This happen for any document created in the Large Canvas mode (which is secretly a normal document that uses an ×10 scaling factor, lowering bottom precision level and lifting the upper one).
This mode causes numerous '×10' problems, with arrowheads, brushes, and this as well. You might want to search for these as well.
Does not happen with normal-sized documents.

This issue with scaling in large-sized canvas mode still exists in 25.4.1.
Follow along to see if you can duplicate:
In Illustrator, start a new document.
Enter 240 inches for the width and the height and press create.
Draw a rectangle with the dimensions of 12 inches for width and height.
Open the Transform Panel and in the width field, type in 200% and hit Enter on your keyboard.
Illustrator should scale the rectangle up to 24 inches for width and height but instead, it reduces it to 2.4 inches. In other words, it is scaling it down 20% instead of scaling it up 200%.Now do this:
In Illustrator, start a new document.
Enter 24 inches for the width and height and press create.
Draw a rectangle with the dimensions of 12 inches for the width and height.
Open the Transform Panel and in the width field, typ in 200% and hit Enter on your keyboard.
Illustrator properly scales the rectangle up 200% to the dimensions of 24 inches for the width and height.What is Adobe's plan to correct this?

Following up, this issue still exists in 25.3. Note this issue is in regards to the Window > Transform panel. Other ways of scaling via a percentage such as Object > Transform and the Transform effect are working fine in large canvas documents.

This issue still exists in 24.2.3.
In large canvas mode, scaling via the Transform panel by typing a percentage such as 200%, scales the selected objects to 20% (1/10 of the expected result). Someone just needs to move a decimal over in the code, I think!

Latest Illustrator 2020 update / Windows 10 Pro
Scaling using the top bar 'Shape' section is playing up since the last update.
If I select the size and type in '50%' it scales to '5%', '10%' scales to 1%. If I type '/2' it goes to 5% and so on...
If I type '/2' after the size, it scales correctly, but if I put a percentage after the size it goes 10x smaller than it should.
Same issue with Transform under Properties Tab.
Object>Transform>Scale works normally.
I've tried on both new and existing files.
