I have used the rounded corners feature for a long time and it was always simple and easy. However, ever since I updated Illustrator a couple of months ago, the rounded corner "handle controls" are very difficult to use. It was easy before; you would just drag out a rectangle, then click and drag one of the little circles in the corner to round the corners in. Now when you try to do that, it always wants to rotate the rectangle, even though my cursor changes to the pointer with curve before I click and drag inward. Something must have changed in the code because it never used to be this difficult. Most of the time I have to use the Properties tab to manually type in the curvature of the corners. Please look into it because I use this feature all the time.
