    Also, I forgot to mention what version of illustrator I'm using. I'm using 25.4.5.

    I just reproduced the issue.
    1. File->place a psd file.
    2. Embed it.
    3. Drag it to the symbol panel to create a symbol.
    4. Use the "Symbol Sprayer Tool" to spray the symbol (Intensity:8, Symbol set density: 5).
    5. Select the set you just sprayed and expand 2-3 times until you can expand anymore.
    6. Select the set.
    7. Object -> Repeat. All the options are grayed out.
