I can also report this bug in 26.2

In previous versions, when you export a PDF with the "Preserve Illustrator Editing Capabilities" deselected and then attempt to open/import the file, it would at least retain the correct font information. I don't mean embed the font but it would be the same font file. Currently it retains the typeface but not the style.

This means when I provide export (unchecked "preserve...") PDF files to clients where they were previously more difficult to edit, but at least consistent if a client passed these on to other designers. But now the files are inconsistent when opened in Illustrator. This is a big step backwards and means I cannot rely on Illustrator when it saves the files.

Where this matters is often original authoring files (AI/PDF) are big and we save out an export version at a much smaller file size. A few years later, as files are passed around between business units and clients, they often need text updates (not by the original author) which was easy before, now you open it and it looks different. I have to then explain this to clients who know nothing about design why their fonts look rubbish and off brand in files they've edited or had other designers work on.

It appears that Adobe's come up with yet another way of formatting the PDF files, as the old unchecked "preserve..." PDFs have the import dialog when bringing them into Illustrator and the new ones don't. I wonder if the checked "preserve..." PDFs are still a PDF wrapping a whole AI file.

Adobe, this is why we really don't like you. You mess with things that worked and make more work for us. Thanks for wasting a few hours of my day sorting this out.
