    I fixed this issue…. At least for now….. it started after I had turned on iPad voice control….
    It seemed weird to me that the menus seemed like something else was clicking away from them… I figured maybe voice control was messing up my touch input…
    I turned it off and now the menus stay….
    -settings….accessibility…. Voice control (toggle off)
