This is finally available in Beta 30.6.0.75

When you replace a linked image in Illustrator, you can now choose to apply that change everywhere the image appears in your file (even across multiple artboards and repeated layouts).

    How in works:

    1. Select one or more links in the Links panel and click Relink
    2. In the file picker, note the 'Replace:' dropdown below the options
    3. Choose 'All Links (N)' to replace every instance of that file in the document
    4. Choose 'Selected Links (N)' to replace only the instances you selected
    5. Pick the replacement file and click Place

Try it and leave a comment if it works and it works like you need it to.

Also, please don’t forget to upvote this request if you are interested — Display copies of links' duplicates as instances, like in InDesign

Regroup multiple instances of the same image. have a drop down to show how many times it has been used and where. Then you will only need to use the "relink" chain button once on the "master" image, and all other instances would be changed at the same time.
Regrouping will make the links space less cluttered.
    Best regards
