This issue seems to be solved. I uninstalled the recent 28.4.1 update and then reinstalled the previous version with no change. I shut my computer down and restarted it, and my old images seemed to be repaired. I took a chance and reinstalled the update, and now it all seems to be working. The strange groupings are gone, and everything seems to be working properly. Fingers crossed.

I would also say that I so appreciate being able to access old versions for this very type of thing. To work through bugs or to be able to isolate issues to find a resolution.

I tried working with an existing file that had similar images in it, but now the images are broken up or grouped strangely. Each image has multiple layers, even if they were originally brought in as a jpeg or eps. Illustrator has completely changed the existing image files and now will not allow new ones to be placed. Notice the clip groups in the layers, I did not make those, nor were they there before this was originally created. In addition, images seem to just disappear and become unlinked in existing files.
