I've created a test document with a text area filled with random text. Whether or not 'Enable Wacom' was checked, Change Case, Select Same, and Window > Type options were all available (i.e., not greyed out).
Having then conducted the same experiment on the document I had a problem with and the issue now appears to have resolved itself by clearing the Wacom checkbox and restarting.
I also thought it might have something to do with a document opened and saved in the previous version of Illustrator, but there was no problem in editing a document I'd previously saved in 2025.
Therefore this issue seems to have resolved itself. Perhaps the problem occurred when reading preferences (or whatever) on the first document opened in the new version, and unchecking and restarting 'blew the cobwebs away' from the preferences?
