    For me no.
    The problem was fixed in the latest Illustrator update (30.2.1) so for who is in charge with that: Thank You!

    Illustrator 30.2.1 works correctly so far (I used already for four different files and it is OK).
    Thank you everybody for fixing this problem.

    Same settings as you.
    Placing your file works well.
    Placing my file doesn't.

    Saving the same Illustrator file as a .pdf and placing it works correctly (no shift, bleeds OK).

    Windows 11 Pro (64-bit); Illustrator 30.1 (64-bit); InDesign 21.1. (x64)
    Start Illustrator
    Create a new file 5"x5"
    Add artwork (two colored rectangles).
    Add bleeds (0.125" (approx. 3mm))
    Save file.
    Create an InDesign file.
    Place created Illustrator file.
    Options: Crop to Media
    Problem_

    I tried placing your .ai file and it is placing correctly (no shifts).
