    Multiple text rendering and encoding issues in the Ukrainian localization. Windows 11 64-bit Adobe Illustrator 30.7 (64-bit)

    The steps me was taking when experienced the issues:
    Set the Adobe Illustrator UI language to Ukrainian.
    Launch the application and open a new or existing document.
    Navigate to the effects/filters menu.
    Open the "Ескіз" (Sketch) dropdown sub-menu (or any similar sub-menus in that list) and others menu.

    My expected result and the actual result:
    Expected result: The sub-menu items should display correctly localized Ukrainian Cyrillic text.
    Actual result: The sub-menu items display with severe text encoding issues (mojibake). Instead of readable words, it shows gibberish, broken characters, and incorrect symbols. Note that the parent menu items (like "Ескіз", "Розмиття", "Стилізація") render perfectly, but the sub-items are completely unreadable.
