The bigger the viewport the slower the refresh rate seems to be. Only GPU accelerated preview offers acceptable speed. Turning off GPU acceleration entirely makes everything much slower even. External displays (again, higher resolution = more pixels) cause the refresh rate to drop significantly.
Outline-view (as it doesn't support GPU acceleration) is a lag-monster like it never was before. Illustrator doesn't need "animated zoom in outline-view" as suggested somewhere else, it needs GPU acceleration in all view modes.
