  1. Breaking link of scaled Symbol with "Scale strokes and effects" off will scale Symbol appearance back to original.

    Not addressing your issue, but perhaps related, when I was trying to break link to symbol, it simply would not break when 'scale strokes and effects' was on. I turned it off, and the break link worked.
