Breaking link of scaled Symbol with "Scale strokes and effects" off will scale Symbol appearance back to original.

I have put a Symbol on my Artboard, and scaled it to 50% of its original size.
I want to break its link, and maintain its proportional appearance (i.e. stroke width half of original).
If "Scale strokes and effects" is off, stroke sizes are doubled (back to original value). You have to tick it on for it to work as expected.
Is this a bug or a feature?
In the attached image, to the left is the Symbol (at 50% scale) broken with tick on, to the right off.

Not a bug, sure, but not a simple thing to remember if one never discovered it before or read the manual...

Sorry I just saw your most recent reply.
Well yes it can see why it can be good to be able to control it. It's just a couple more clicks than before each time I need to break a Symbol (Scale strokes and effects usually stays off for me).
Alright then, it's not a bug, it's a feature.

You can also check the old video I shared in 2018 (Symbol_Scale_Break.mov).
Between then and now it worked "normally", keeping its appearance when breaking the link.

Ah, never mind, I forgot to disable the 'Scale strokes and effects'!
With this on the strokes are scaled, but with this off the stroke is scaled back to its 100% — for static symbols only.But I can’t see why it’s a problem, when you clearly has a way to control it...
I’d say it’s good, to be able to choose if the stroke should reset its weight or have it baked in.
Please explain why do you think it should behave differently?Here is a simple test file for others to experiment with.

This is still happening in Illustrator 25.3.1 (on Mac OS Big Sur too).

Not addressing your issue, but perhaps related, when I was trying to break link to symbol, it simply would not break when 'scale strokes and effects' was on. I turned it off, and the break link worked.
