What we have found out so far is that this issue can happen in multiple workflows. For clear tracking, validation and closure. We will closing this thread for given below two scenarios which we believe are fixed now:
1)Double click any Ai file to launch Illustrator
2)Placing files in Illustrator via Bridge.
1. On opening a file in Illustrator the STARTSCREEN do not gets dismissed and the file’s content is not visible.
2. While working on a file and opening a new one the document view sticks to the old file and do not switches to the new file artwork.

You can add me to the list: If I double-click an AI file in Windows Explorer (Win10) when Illustrator (CC2019) is closed, the computer will launch Illustrator and open the file. As long as Illustrator remains open, I can only open another AI file from the File>Open function within Illustrator. Double-clicking the file in Windows Explorer does not open the file. Unfortunately the workaround cited by Lauren earlier in this thread will not work for me, as this happens even when "Show the Home Screen When No Documents are Open" is unchecked in the Preferences>General menu. Hope Adobe fixes this soon — it's about as basic a UI function as it gets.
