This issue is fixed in Creative Cloud Desktop 5.2 update.
If you have not updated to Creative Cloud Desktop 5.2 update then you can try restarting the machine to proceed with installation.

Fixed: I had to use the CHAT option with customer support... they remote controlled my pc and fixed this issue. Probably took 20 minutes waiting to get helped and 20 minutes for them to complete the fix, restart my comp, and reinstall the app.
