Partial Solution: I was having the same issue but with the font menu specifically. If you don't need the font previews in the menu, do the following:
Edit (menu on top) -> Preferences (last item on dropdown) -> Type... (3rd from top)
I then deselected the "Enable in-menu font previews" option and the issue corrected itself.
Hopefully this will offer some insight to the Adobe team in correcting or offering a control for this issue. I suspect the reasoning is there's a minimum size for the preview fonts and as a result that menu scales to the largest minimum displayed. I'm not a programmer so I have no idea how to fix it on the back end but I've seen similar issues in HTML where the size of a box exceeds my defined maximum because an image or an item inside the box has a minimum size that exceeds my defined maximum.
