Based on feedback, this issue is fixed by upgrading to MacOS Catalina . We are closing this .Let us know if you are still observing this on MacOS Catalina and we will reopen this thread.

Disabling 'GPU Performance' in Adobe InDesign preferences is a good workaround for the time being. This definitely worked for 2 of our users, although it does produce a bit of lag if working with large image files.
Catalina seems to have fixed the problem for us. Keeping our eye on it though!
