    The feature(vector-effect="non-scaling-stroke" at least) was supported before Adobe Illustrator 23.1. We have also checked Adobe Illustrator 24 RC(Release candidate). AI 24RC does not handle vector-effect="non-scaling-stroke" properly. Please find small SVG example in the attachment.
