    I faced same problem using Windows 10, Huion NEW 1060 PLUS. Illustrator CC 2019 not recognizing after one use.
    I have to do every time but it works (Using last Huion driver from Huion webpage, date march 2019)
    1.Open Illustrator
    2.Open Huion Tablet App
    3.Priviledges button, accept for windows.
    4.Restore to original config on huion tablet.

    Then should work, any doubt write and I'll show.
