1. Cannot open Illustrator after updating to version 24.1.2. Windows 7 reports an error "missing VCRUNTIME140_1.dll". (The 24.1.1 is ok)

   The program can't start because VCRUNTIME140_1.dll is missing from your computer. Try reinstalling the program to fix this problem. This happened after I updated, worked fine before the update.

   I have reinstalled 4 times, restarted my computer and nothing works on fixing this issue. Please help.
