I made sure I was signed in to CC, and then I changed the preferences as directed. I could not find the exact preferences that was suggested, but I did find a similar "use legacy 'file new' interface" and selected that instead, and I turned off the auto home screen option.
I was now able to open a new file as the dialogue opened when selected. If I clicked back to the home screen, however, it was still showing the same problem. I guess this is a workable solution for now, but I would like to continue to find a full solution to the problem with your help.
Let me know if you have any other ideas that I can try.
