    Illustrator today allows entering new values using percent, in Control and Properties panels, in Artboard Options dialog. With Scale Artwork with Artboard option enabled this would also scale the content.

    As for the Preview — it just happens when applied... and the Artboard Options dialog doesn’t have the Preview checkmark. Do you still need it? Please comment back.
