As stated in the article linked below, Pantone’s licensing with Adobe got changed.
Due to this change, customers will need to purchase Pantone Connect licenses to access Pantone colors in Adobe Creative Cloud products.

I am writing to express a complaint about Adobe no longer supporting Pantone colors. Adobe needs to revisit its license with Pantone and stop passing the expense on to customers who are already paying a lot. Adobe thinks customers are trapped into it since we use Adobe products. I can assure you we will all start looking elsewhere if Adobe keeps pulling these kinds of stunts.
I am not interested in buying a plug in or a team explaining to me why this decision was made. I don't care. Consider this a formalized complaint to add to all the zillions of other complaints that graphic designers and printers will have about this decision.
I also did not intend to make this a public comment, but after 30 minutes of being passed around to various chat assistants, this is the place they sent me.
