In SVG 'compound paths' are required to have at least two sub-paths (https://www.w3.org/TR/SVG/paths.html). If a shape doesn’t have any holes, it gets saved as an ordinary single path, according the specification, since no sub-paths are presented, ands gets read back as a non-compound paths. Shapes with proper holes are kept as compound paths.
