  1. can we have a Chinese paragraph arrangement function (Hyphenate) in English Illustrator, which is now only available in Chinese illustrator

    I believe the highlighted features in your screenshot are available in all Illustrator versions, by showing the East Asian options in Text Preferences. In the English UI they are named Kinsoku Set and Mojikumi Set (after the Japanese product feature names). The line-break rules you cite are not strictly hyphenation-related, but more about which characters are allowed to end or begin a line.
