It only happens when the scroll bar is used. I had task manager open at the same time as I noticed I couldn't access any menu settings while the scroll was locked. It appears there is a bump in CPU usage when this happens.
Adobe had me unistall/reinstall WACOM drivers to no avail. The workaround is to try to avoid the bottom and side scroll bars as much as I can and stick to using the hand tool to move the image.
