    This often happens when the bounding box gets accidentally turned off, presumably with the Cmd/Ctrl+Shift + B hotkey. You can turn it back on with this key or do it with the View > Show Bounding Box command.

    Another possible reason is having edges hidden, with Cmd/Ctrl + H (View > Show Edges).

    That's it! thank you so much Egor, it was driving me insane and didn't think about this.

    When I used the black arrow I used to be allowed to resize and rotate an object, now I only get to move it and see the anchor points (It's not the white arrow)
