It turns out some AMD Software uses this key. Disabling it solved the problem. If you are sure you don’t have any AMD software at all, and you can’t find anything else installed that might steal it, comment back.

Find what other apps are using this specific shortcut key, and make sure you disable it for them. In many cases, it's the AMD Software; go to HotKeys in the app settings, and turn that off. That keybinding conflict will be instantly resolved.
