    We have the fix available in the latest release. Please update Illustrator using Adobe Creative Cloud application to the latest build for version Illustrator CC 23.0.3

    I'm having the exact same issue.

    I'm trying to set 'millimeters' as the general unit format.
    Everytime I restart Illustrator it resets back to points, same thing happens when I simply open a file.
