We have the fix available in the latest release. Please update Illustrator using Adobe Creative Cloud application to the latest build for version Illustrator CC 23.0.

I have the red document issue and my secondary monitor is my main application monitor. I have the application frame off. Always. Once I dragged my red document window to my primary monitor, the file returned to normal. I was able to drag it over to my secondary and work away.
