Thank you all for reporting this issue and providing us your valuable feedback.
What we have found out so far is that this issue can happen in multiple workflows. For clear tracking, validation and closure. We will closing this thread for given below two scenarios which we believe are fixed now:

Thank you for the clarification. This particular bug tracked the change made in 22.0 and pertained to export paths like export as / save a copy etc...
Export for screen always had the behavior you mentioned. To help track the requested change better can you please create a new issueAn error occurred while saving the comment Ashutosh Chaturvedi commentedThis bug was about reverting the behavioral changes made between version 21.1 and 22.0. In our understanding behavior for all cases is now same as Illustrator 21.1.0 for Export As, Export for Screens and Save A Copy dialog.
If you are aware of any differences between 21.1 and the current version (starting 22.1) please get in touch with us using support options: https://helpx.adobe.com/support.htmlAn error occurred while saving the comment Ashutosh Chaturvedi commentedPlease comment on the thread if the fix is holding for you.

I am sorry to hear that. May be you can convince your IT administrators to unblock adobeprerelease site it is a secure site managed by Adobe and has all the security measures that you find on all other Adobe servers.
Another way could be you download it outside your firewall like from home and then take it on an external drive. An error occurred while saving the comment Ashutosh Chaturvedi commented@Cristobal: Since the build I posted is a hot fix you do not have to uninstall or trash preferences. The build shall replace the existing install of 23.0.

I am happy to share that we have fixed this bug in our latest release – 26.3.1 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.
You can update to the latest release using Creative Cloud desktop App: https://helpx.adobe.com/in/creative-cloud/help/creative-cloud-updates.html
Thank you for all the feedback. Keep it coming!
An error occurred while saving the comment Ashutosh Chaturvedi commentedWe are undergoing the process of validating few other fixes along with this issue so it should be few days time before we mark it official. Also the string translation should be available only next week.
As I mentioned while the build is marked prerelease this build is of production quality. Please feel free to use / recommend it for your day to day activity.
Please do not hesitate to use the beta build that has many stability fixes as well. -

We are currently validating the fixes with few of our customers and hopefully we will release it soon. Meanwhile please feel free to use this build for your regular work. 23.0.1 has guaranteed file format compatibility with version 23.0 so it will not be an issue even when you share files.
Also our prerelease program is open so feel free to suggest this build to others. -

I can confirm you Apple is still working with Intel on CMYK issues
An error occurred while saving the comment Ashutosh Chaturvedi commentedWe have figured out the root cause and have been able to reproduce it. 2017 model of Touchbar MACBook has the same Intel Iris driver that is causing issues on High Sierra. The fix is in the driver and we are working with Apple to get this resolved.
An error occurred while saving the comment Ashutosh Chaturvedi commentedWe would need more details to move ahead. We are aware of only a few hardware specific issues that we are tracking with Apple.
