I am happy to share that we have fixed this bug in our latest release – 23.0.6 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.

This does not fix the issue, and it seems to only happen on Windows. I'm working on windows at work, and Apple at home. I do not have these issues on my iMac.
It would also be helpful if Adobe staff viewed these issues as people keep posting to this thread, it's been almost 8 months since anyone from the team has made a response...
I have tried all of the suggested solutions and to no avail, but I agree with Anonymous from 4/13/18, there should be a "TURN ON HANDLES" option.
I am literally having to zoom in to 150% in order to resize objects, outlined text, etc. Unless you are working on a 70" display, this is extremely frustrating.
