    I'm experiencing the same issue as the OP. I've uploaded a gif in a comment in the discussion link https://forums.adobe.com/thread/2354291 that shows the bug along with further details. I posted here before but I think it got moderated/deleted for some reason.

    OSX 10.13.6, Illustrator 22.1
    With more than one window open for the same document, and with a layer visibility difference between the windows, the layer panel and other panels either don't respond to clicks, or respond by double clicking. Menus and clicks in general get very laggy. Windows can be in tabs and this bug still reproduces itself. Restoring the difference in layer visibility between the windows makes the lag and click issue go away.

    Experiencing the same issue as the OP in Illustrator 22.1.

    I would like to add that on my system the layer panel opens and closes layer trees fine between both windows until one window has a different layer state than the other. I have to hide a layer in one window to reproduce the bug. Resyncing the layer visibility between windows makes the bug go away...but this is not a solution.

    Disabling the GPU Performance doesn't work. I think its a panel state issue.


    I downgraded to CC 2015.3 but still had the issue. Closing the second window for the same document returns proper layer panel functionality, but two views into the same document is very helpful. I also notice other panels become very sluggish when two windows are open for the same document and this bug is present.

    Mac Pro 2013
    OSX 10.13.6
    AMD FirePro D500 x 2
