    You can use the Action panel to record two actions - one turning it on and the other turning it off via the Transform Panel (click the 3 lines and tick it on or off). You can assign whatever keys you like to enable or disable Scale Strokes & Effects. I turn it on with F9 and turn it off with F10.

    This one is clearly not resolved and we should all agree Illustrator doesn’t offer a bulletproof way to disable all the promotions and advertisements about new features. No matter how cool any new feature is, we should be able to never get popup messages, unless they directly relate to our own artwork.
