   The way to do exactly this is to use Object > Transform > Transform Each dialog.

   Using it will scale (or rotate, or move) each selected top-level object separately, from a chosen reference point.

2. Add checkbox to modify Magic Wand tool so you can select from "Active" or "All Artboards"
